Mecklenburg County's Code Enforcement office issues them for the whole county: the City of Charlotte and the towns of Huntersville, Cornelius, Davidson, Matthews, Mint Hill and Pineville. So this one set of records is the whole Charlotte-area market, not a slice of it.
Most of these permits are trade permits. In Mecklenburg County the electrician, the HVAC contractor and the plumber on a job each pull a permit of their own, so a single new house shows up several times.
