Who issues building permits in the Triad

In Guilford County, the City of Greensboro issues permits inside city limits and Guilford County issues them for the unincorporated county and the smaller towns that use the county's office — the records name Summerfield, Oak Ridge, Pleasant Garden and others. High Point and Kernersville issue their own.

Greensboro files trade permits — electrical, mechanical, plumbing — separately from the building permit, so a subcontractor's work shows up under the sub's own name.

In Alamance County, the county's office issues permits outside Burlington, Graham and Mebane, which run their own — so Alamance here means the county's office, mostly around Elon, Haw River and the unincorporated county.

We don't read permits from High Point, Burlington, Winston-Salem or Forsyth County, or from the counties around them, yet. The Census counts below cover Forsyth, Randolph, Rockingham, Davidson, Davie, Stokes and Yadkin, and all of Alamance.

The Triad: common questions

Who issues building permits in the Triad?
In Guilford County, the City of Greensboro issues permits inside city limits and Guilford County issues them for the unincorporated county and the smaller towns that use the county's office — the records name Summerfield, Oak Ridge, Pleasant Garden and others. High Point and Kernersville issue their own.
How many building permits were filed in the Triad this year?
28,426 in the last 12 months, and 2,128 in the last 30 days, across the 2 permit offices we read: Greensboro and Guilford County. That counts every permit type each office publishes, trade permits included, so one project can appear more than once.
Where are the most new homes being built around the Triad?
Forsyth County: 2,905 new single-family homes authorized from September 2025 through August 2026, by the Census count. Across the 9 counties we track here it was 8,403, 3% fewer than the year before.
What does a new home cost to build in the Triad?
The median construction cost declared on new single-family home permits in the offices we read was $210K over the last 12 months, and $175K for townhomes. That's the builder's declared cost of construction — it leaves out the land, site work and the builder's margin, so it runs well below a sale price.

Source: TarSignal, from North Carolina public building permit records, data through October 2, 2026. Refreshed nightly. Counts include every permit type a jurisdiction files — trade permits (electrical, plumbing, mechanical) as well as building permits — so one project can appear more than once. Values are what the applicant declared, where the jurisdiction records one. We keep improving how we collect each office's permits, so a count that steps up suddenly usually means more complete records, not more construction.
